By contacting us early in the building process, we can perform our design engineering, equipment & materials procurement, and utility construction by your "in service" completion date. Contribution in Aid to Construction When new electric service generates enough revenue to offset annual expenses, NES installs the required electric facilities for free. Otherwise, a Contribution in Aid to Construction (CIAC) may be required. A refund can be requested within four years of completion if new customers are connected to a line extension. New customers must provide all necessary easements, rights-of-way, and tree trimming permission and rights to NES before any line extension is constructed or service is provided.
