Insulation for Impact Grant

Metro Nashville, Nashville Electric Service, Tennessee Valley Authority, and NeedLink have partnered to deliver increased energy efficiency and comfort to approximately 80 neighbors by providing financial assistance for attic insulation and installation. 

Grant Program Overview:

Our goals are to create a more comfortable living space and lower costs for heating and cooling for grant recipients. This partnership aims to support energy savings and build resiliency for the entire community. We recognize the impact the lack of insulation can have on a home, and with this grant, we hope to make a positive impact on the daily lives of those who receive it. 

Eligibility Criteria
Income: Applicants must meet the maximum household income requirements below.

Age: Applicants must be 60 years old or older.

Location: Applications should be for homes served by NES.

Homeowners vs. Renters: Homeowners and renters may apply. Renters applying must have written permission from the owner.

Single-family vs. Multifamily: The program is primarily for single-family dwellings.

Application Process
Submit Application: Apply May 1-31, 2025

Home Energy Assessment: Applicants who meet the eligibility criteria will receive a free home energy assessment to identify opportunities for energy savings.

Deferral and Disqualification Criteria: Structural issues, pest infestations, unsanitary conditions, knob and tube wiring, asbestos materials, excessive clutter, illegal activity, aggressive occupants or pets, and properties for sale or under construction.

Remember:

  • Income eligibility is based on total combined income for all household members over the age of 18 living at the home. For each additional household member over 8 people, please contact us.
  • The primary applicant must 60 years old or older
  • Please sign and submit this application with supporting documents.

SUPPORTING DOCUMENTS

In order to process your application, the following information MUST be submitted with your application. 

Age NES Customer Income** Renters
  • US driver’s license or photo ID
  • Birth Certificate
  • Military ID
  • Passport
  •  Any other government issued ID
  • Provide a current NES Bill with the Homeowner/Applicant's Name as the Primary Account Holder

**Applicants must provide two documents below for each person in the home over the age of 18. 

  • Paycheck (check stub must show name, pay period, and gross payment)
  • SNAP Verification Letter
  • Families First (TANF) Verification Letter
  • Social Security, SSI, or SSDI Verification Letter
  • Most recent W2, 1099, 1040 Tax Forms
  • Pension/Retirement Statement
  • Child Support Award Letter
  • Section 8/HAP Letter
    Federal Taxable Wages (Job)

or

  • Letter from employer stating anticipated wages
  • Unemployment Verification Letter/Separation Notice
  • Signed statement certifying zero income
  • Bank statement that demonstrates no recent deposits indicating income
  • Most recent tax returns showing zero income reported

  • Please, provide a letter from the homeowner outlining their understanding of this grant and giving permission.  The letter should include contact information.
The program administrator reserves the right to request additional program documentation necessary to verify applicant eligibility.
